The Government is promoting the rehabilitation of the logistics and storage infrastructure for petroleum products, located on the South Bank, a strategic facility for national energy supply. The intervention, carried out by the National Entity for the Energy Sector (ENSE), overseen by the Ministry of Environment and Energy, aims to reinforce the safety and operability conditions of the infrastructure, which forms a significant part of the State’s strategic reserves of petroleum products, announced by the Office of the Minister of Environment and Energy in a statement.
According to the same source, the work comprises a set of investments deemed urgent and essential to guarantee the safety and operability of a facility with strategic importance for the national energy system.
The rehabilitation works on the infrastructure, whose construction dates back to the 1960s, are intended to ensure appropriate operating and safety conditions, taking into account the age of the facilities and the technical requirements associated with the storage and handling of petroleum products.
“The safety of energy infrastructures and the protection of national strategic reserves are fundamental to guaranteeing the resilience of the country’s energy supply. This intervention allows for the continuation of the modernization of a strategically important installation, with particular attention to the technical conditions necessary for its operation,” states the Minister of Environment and Energy, Maria da Graça Carvalho.
The works are already on site, having identified additional intervention needs related to the age of the infrastructure and to technical and safety requirements. These circumstances led to the execution of supplementary works and alterations to the initial project, as well as the application of price revisions legally foreseen, which made the reprogramming of the contract necessary, formalized by Ordinance No. 431/2026, published this Friday, October 23, in the Diário da República.
The funding for these works, amounting to around six million euros, is entirely secured by ENSE’s own revenues, with budget coverage guaranteed in the entity’s budget.
The rehabilitation of the POL NATO infrastructure is part of the effort to maintain and strengthen the safety conditions of installations essential to the national energy system, with benefits for the protection of the State’s strategic reserves and for the resilience of the supply of petroleum products.
