AIDS Programmes

National Strategic Framework 2004-2007
There is no national monitoring and evaluation framework and decentralization is still at its infancy. Current national capacity is very weak across all sectors.

Overview:

Assessment of overall response and capacity

Liberia has undergone 15 years of devastating civil crisis that resulted in a shattered economy, high unemployment and increasing levels of poverty. In response to the epidemic, the government established the National AIDS Commission in 2000.

The National HIV/AIDS and STI Control Programme in the Ministry of Health and Social Welfare is responsible for the inter-sectoral coordination and scaling up of responses nationwide. A National Strategic Framework was developed in 2000 and updated in 2004. There is no national monitoring and evaluation framework and decentralization is still at its infancy. Current national capacity is very weak across all sectors.

Financial support for related activities is far below needs and is mainly provided by the Global Fund, USAID, the African Development Bank for the HIV/AIDS sub regional project in the Mano River Union (MRU), Côte d’Ivoire (to support the HIV/AIDS sub regional project for cross-border populations, internally displaced persons, ex-combatants and host communities) and UN agencies. The country is not eligible for the World Bank Multi Country AIDS Programme. Much more is needed to reach out to women, young people and marginalized populations especially in remote areas.

Critical issues and major challenges

Challenges include the following:
HIV is not enough of a priority on the political agenda at the highest level current financial resources to effectively address HIV are far below needs very high levels of stigma and discrimination towards people living with HIV limited access to treatment, care and support.
