National Strategic Framework: 2005-2009
The objective of the new national strategic plan, is to keep prevalence of HIV below 1%. In addition, plans of action have been drawn up by company managers and nongovernmental organizations to mark their contribution to the multisectoral control effort.
Assessment (UNAIDS):
AIDS-control measures are coordinated by the National AIDS Control Committee, a multisectoral entity in which all governmental partners, civil society and the private sector participate. The objective of the new national strategic plan (PSN 2005–2009), which has just been updated by the Union of the Comoros, is to keep prevalence of HIV below 1%. Accordingly, under the new national strategic plan, AIDS control is one of the five strategic lines of action assigned priority and one of the thirty five programmes given priority by the Poverty Reduction Strategy Paper document.
During 2005, political commitment at the highest level was reflected in the involvement of the President of the Republic and of the Presidents of the islands' executive bodies in the major actions undertaken in the response to AIDS. In addition, plans of action have been drawn up by company managers and nongovernmental organizations to mark their contribution to the multisectoral control effort.
The main challenges facing the country are as follows:
changing the mindset both of the authorities and of the population with regards to the AIDS pandemic;
organizing the control effort on the basis of the guiding principles of the “Three Ones”;
the shortage of resources to implement and strengthen interventions: a revival of partnership, especially with the United Nations agencies, is called for;
the limited number and skills of human resources committed to the control effort; and
the lack of operational research.

At the onset of labour, mothers receive a dose of nevirapine. Mothers are also prescribed zidovudine or lamivudine at 36 weeks to be continued until a week after labour. |
