Doing time in Zambia's prisons may be a death sentence, regardless of the crime or conviction, as conditions behind bars drive high rates of HIV and tuberculosis (TB) says a new report.

At St Peter TB Specialized Hospital, high in the mountains of Entoto, north of the Ethiopian capital, Addis Ababa, a masked Johannes* is suffering from multi-drug resistant tuberculosis (MDR-TB) and has spent the last month at the hospital.

SOUTH AFRICA: Bongi Rubushe, "I think it is good that President Jacob Zuma announced his HIV status"
Bongi Rubushe, 24, is a medical student at the University of the Witwatersrand in Johannesburg, South Africa. She is also working as a volunteer in the national HIV counselling and testing campaign, which aims to encourage 15 million people to be tested by June 2011. IRIN/PlusNews spoke to her at Natalspruit Hospital, east of Johannesburg, where the campaign was launched on 25 April 2010.

ETHIOPIA: Feeding family unity
Grandmother Anchilalo Ejigu was distraught when her daughter died two years ago, leaving behind two children under five; the family's other relatives refused to take in the children, so at the age of 50, Anchilalo became a parent all over again.

Schoolchildren in South Africa are having less sex, and those that are, are doing it more safely, the second National Youth Risk Behaviour Survey by the Medical Research Council (MRC) has found.

This conference seeks to identify gaps in policies and programming, and provide recommendations to help shape interventions aimed at serving the needs of orphan and vulnerable children (OVC). The event will also promote the sharing of best practice in the field of OVC care and support.

2. “Unjust and Unhealthy: HIV, TB, and Abuse in Zambian Prisons,” Human Rights Watch
Co-authored by the AIDS and Rights Alliance for Southern Africa as well as the Zambian prisoner lobby group, the Prisons Care and Counselling Association, this 134-page report argues that poor prison conditions and a lack of access to health care services are fuelling high HIV and TB rates among Zambian prisoners. The report concludes by presenting a range of short and long-term recommendations for improving conditions, and stemming HIV and TB infection among inmates including expanding the number of prison clinics, initiating TB screening for inmates and introducing condom distribution campaigns within correctional facilities.

1. Senior TB Technical Advisor, Global Health Fellows Programme (GHFP) - Washington, DC, USA
Responsibilities:
- Provide senior level strategic planning, policy guidance, monitoring and evaluation of global USAID-funded TB projects
- Contribute to project management, including reviewing work plans and reports, financially managing projects, and contributing to project reporting requirements
- Participate in at least one USAID population, health and nutrition country team
- Assist USAID missions to strengthen coordination and leveraging of USAID TB funds with other health resources
- Apply public health expertise to assist with the development and review of technical documents and guidelines
- Monitor TB trends and issues and apply this analysis to USAID TB programmes
- Prepare and present technical presentations at regional USAID health officer meetings and workshops
- Prepare and submit occasional job-related papers to professional journals and meetings
- Perform other duties as required
Qualifications:
- Masters degree in public health, the health sciences or other relevant discipline
- At least ten years experience in international public health with a proven track record of successful programme strategic planning, and monitoring and evaluation
- At least three years experience in TB programming in an international or resource-poor setting
- In-country, long-term field experience desirable
- Knowledge of key international TB initiatives and organizations
- Strong interpersonal, oral and written communication skills
- Ability to travel as required
- US Citizenship or US Permanent Residency required

Responsibilities:
- Develop and implement an evidence-based annual marketing plan
- Build internal capacity in project management and communications
- Implement an efficient supervision and quality assurance system to ensure consistency and quality of BCC field interventions
- Strengthen coordination with cooperating partners to optimise health impact
- Ensure sound financial management of HIV/STI BCC budgets
- Participate in various technical working groups, on an as-needed basis
Qualifications:
- Masters degree or equivalent experience in a related field
- Experience with donor reporting
- Developing country field experience essential
- Proven experience leading and mentoring cross-cultural teams
- Familiarity with international issues and best practice regarding HIV, and the international donor community specificities
- Strong proven management skills
