1. Head of HIV/AIDS and Programme Support Department - Catholic Relief Services (CRS), Nairobi, Kenya

CRS/Kenya has been supporting relief and development programming in Kenya for over 40 years. The Kenya programme has grown significantly in recent years and has divided its programming division into three offices: the Basic Needs Division concentrates on agriculture, community health and child survival; the Governance, Global Solidarity and Partnership Division focuses on peace building, conflict resolution and global solidarity issues; the HIV/AIDS and Programme Support Division manages all HIV/AIDS programmes in Kenya, including two substantial grants from the US President's Emergency Plan for AIDS Relief (PEPFAR), as well as the cross-cutting units of education, M&E, capacity building and microfinance.

The Head of HIV/AIDS and Programme Support will be responsible for providing management oversight and technical support to the units/support offices within this division, as well as across programming sectors. S/he will participate in overall decision-making as part of the country programme's senior management team.

RESPONSIBILITIES:

  • Provide management oversight and technical support to the HIV/AIDS and M&E Units and to the Education, Capacity Building and Microfinance Offices
  • Ensure the cohesiveness of incorporated cross-cutting issues (M&E, capacity building and microfinance) in all programming areas, with a particular focus on programme quality
  • Provide leadership to the AIDSRelief (PEPFAR-funded ART Programme) consortium, including significant representation with multiple donors
  • Provide technical backstopping to CRS/Kenya and partner staff in the areas of assessments, analysis, strategy design and resource management

REQUIREMENTS:

  • Master's Degree in Public Health, International Development or related field and 5 years' overseas work experience
  • Experience in designing and implementing HIV/AIDS programmes in the areas of orphan support, AIDS treatment (ART), behaviour change and/or home-based care.
  • Experience with PEPFAR programmes desirable
  • Proven effective representation skills to varied stakeholders
  • Experience in designing, conducting and analysing quantitative surveys or other statistical exercises
  • Proven leadership skills and ability to work in a team
  • Experience in building the capacity of a national staff team from diverse cultures through both supervisory and nonsupervisory relationships
  • Strong communication skills, especially writing skills
  • Proven ability to successfully work with the Catholic Church and effectively represent CRS at various levels of the Church hierarchy
  • Experience working with USAID and other US agencies
  • Willingness to travel extensively within country
  • Professional proficiency in French, Spanish or Portuguese
