1. HIV VCT Provincial Programme Manager - GOAL (Angola)

GOAL, an international humanitarian organisation, has been operating in Angola since 1993 and has now developed an integrated health programme with emergency primary healthcare, reproductive health interventions, HIV programming and a malaria control programme.

RESPONSIBILITIES:

  • Provide leadership to ensure the efficient start-up of the Department for International Development's (DFID) voluntary counselling and testing (VCT) programme
  • Support the existing HIV peer educator network in liaison with the Medical Coordinator
  • Develop the capacity of all team members both national and international
  • Implement and supervise GOAL's newly-funded Provincial VCT project
  • Develop and implement VCT training modules in consultation with the GOAL HIV Coordinator, HIV field staff, and the Minister of Health

REQUIREMENTS:

  • A qualified nurse or doctor with HIV experience. Further qualifications in public health would be an advantage
  • Previous overseas experience in humanitarian assistance programmes
  • Experience in liaising with government officials and donors
  • Portuguese-speaking or ability and willingness to learn
  • Strong qualitative and quantitative research skills
  • Budgetary control and financial management skills
  • Good computer skills, EPI INFO skills desirable
  • Good written and spoken English
