1. HIV/AIDS Programme Manager

Catholic Relief Services in Sierra Leone (CRS/SL) in consortium with CARE, Africare, and World Vision, is implementing a Food for Peace (FFP) Development Relief Programme (DRP) in northern and eastern Sierra Leone. This relief and development programme is being implemented two years after the end of a civil war lasting more than a decade, which destroyed most key sectors of the country's economy and particularly affected the agriculture sector.

CRS/SL is looking for a HIV/AIDS Programme Manager. The incumbent will spend 50 percent of their time on health interventions directly related to CRS/SL's objectives of improving access to basic health services, and improving knowledge and skills related to maternal and child health and nutrition practices among targeted poor and vulnerable households in the northern and eastern districts of Sierra Leone.

In addition to overseeing DRP-related health activities, the Programme Manager will take the lead in the design and implementation of all new health and HIV/AIDS related interventions, either implemented directly by CRS or in collaboration with partners throughout the country.

RESPONSIBILITIES:

  • Manage all aspects of the health component of the Development Relief Programme (DRP)
  • Provide overall coordination and management of all other health and HIV/AIDS project activities with CRS staff and partners
  • Provide effective grant and financial management and ensure that programme objectives and indicators are achieved as specified in the donor grant agreements; prepare and submit reports/evaluations to donors in a timely manner
  • Identify alternative programming opportunities and participate in CRS/SL major planning events; develop proposals for submission to donors
  • Oversee the needs assessments, surveys, and research related to health, nutrition and HIV/AIDS programming as required
  • Facilitate the recruitment and mentoring staff and partners and coordinate the training of technical staff, local assistants and communities via the health officers
  • Establish and maintain norms and standards for health, nutrition and HIV/AIDS and ensure that CRS staff, partner agencies, and recipient communities understand, accept, and adhere to these standards
  • Coordinate the establishment and maintenance of a monitoring and evaluation system to assess the impact of CRS health, nutrition and HIV/AIDS projects in communities, and the impact of health, nutrition and HIV/AIDS technical training of CRS staff and partner agencies
  • Develop and maintain effective working relations with NGOs, governmental ministries, donors, implementing partners and other civil society players
  • Advise Head of Programming regarding health, nutrition and HIV/AIDS issues through participation in programme departmental meetings
  • Cooperate closely with the West Africa Regional Office Technical Advisors for Health and HIV/AIDS to enhance programme quality

REQUIREMENTS:

  • Master of Public Health, Master of Science in Public Health, or Master of Community Health or equivalent work experience
  • Requires at least three years management experience in the public health sector, preferably in West Africa with institutions or NGOs similar to CRS
  • Knowledge of and experience with Behaviour Change Communication, Positive Deviance and Hearth Model
  • Experience working with communities
  • Working knowledge in HIV/AIDS programmes
  • Fluent in English, both written and spoken
  • Familiar with quantitative and qualitative data collection, analysis and report writing
  • Good interpersonal skills and ability to work in team; able to mentor national staff and partners
  • Supervisory experience preferred, especially in multicultural setting
  • Must be willing and able to travel frequently to project sites, often under harsh conditions
  • Professional proficiency in French, Spanish or Portuguese
