The Team Leader is the senior manager for Mercy Corps' regional HIV/AIDS initiative with supervisory responsibility for all personnel, programmes and policies. S/he provides the vision and leadership in project design and implementation and is responsible for overall performance.

RESPONSIBILITIES:

• Maintain effective and positive internal communication with Mercy Corps' corporate officers and staff relief and development organisations, national and local government officials, international NGOs, donor agency officials, vendors, media and general public
• Attain goals and objectives through the development, implementation, review, presentation and management of strategic plans, programmes and projects by personal application and delegation of responsibility
• Establish and maintain effective project reporting, evaluation, and communication systems
• Represent Mercy Corps programmes with national and international media, and participate in local community activities as appropriate

REQUIREMENTS:

• MPH or MD
• 5 years of field experience in international public health programmes
• 5 years practical experience in HIV programming, capacity building, NGO and sub-grant management
• Proven skills in financial management
• Experience in the former Soviet Union and Russian language skills
• Success in building and managing large, complex teams spread over significant geographical areas

PRIMARY FUNCTION:
To oversee the programme activities of the Catholic Relief Services (CRS) - Nigeria Health section, including supervising programme staff, coordinating the development and implementation of health programming as per CRS/Nigeria sectoral strategies, maintaining positive relationships with partner and donor organisations, and ensuring all CRS/Nigeria policies and procedures are followed by the CRS/Nigeria Health Team.

QUALIFICATIONS:

• Master's degree in Public Health or a related field
• At least 3 years in a management position supervising senior staff, with international or intercultural experience preferred
• At least 3 years living and working overseas, preferably with HIV/AIDS programming experience
• Minimum 2 years' experience managing CRS development projects, with CRS proposal writing and project review process
• Ability to professionally represent CRS to other organisations, preferably with experience collaborating with the church
• Ability to function effectively as part of a multicultural team
• Excellent communication and writing skills
• Excellent strategic planning skills
• Extensive knowledge of proposal-writing and budgeting
• Computer proficiency in Word, PowerPoint, Excel and Outlook
• Written and verbal proficiency in English
• Proficiency in French, Spanish, or Portuguese required

Up to 50 percent travel within the country programme to visit project sites, within the region and to Head Quarters when requested.
