CEDPA, a nonprofit international organization, is under contract with USAID to provide Technical Advisors in AIDS, Child Survival and Basic Education (TAACS) to USAID offices overseas and in Washington.

The Senior Prevention and Multi-Sectoral Advisor will be one of a team of senior advisors providing technical assistance to the team leader on HIV/AIDS technical and programme issues, including managing HIV/AIDS activities carried out by REDSO partners. S/He will advise on the development of regional and country-specific HIV/AIDS strategies, with particular emphasis on multi-sectoral approaches to HIV/AIDS prevention and mitigation issues. S/He will assist directly with project design, implementation, and evaluation. S/He will give priority to work with limited presence and basic countries but will also provide technical assistance to PEPFAR focus countries and other East and Central Africa (ECA) missions as requested.

RESPONSIBILITIES:

• Serve as a regional authority on all aspects of Agency strategies and policies related to multi-sectoral HIV/AIDS activities, and on Global Fund, multilateral donors and AID/W and mission-funded multi-sectoral activities in HIV/AIDS
• Act as primary liaison, establish and maintain good work relationships with other REDSO units, including FFP and OFDA, to ensure that they are informed of REDSO's HIV/AIDS programme and to develop and implement cross-sectoral programming as appropriate
• In collaboration with selected REDSO/HIV/AIDS institutional partners and contractors, develop annual work plans, monitor funding expenditures, and provide technical guidance in the development and implementation of partner activities in HIV/AIDS
• In collaboration with the HIV/AIDS team, manage the implementation of key elements of the new HIV/AIDS Strategic Objective and the first phase of the implementation design
• Supervise the development and expansion of the Behavior Change Communication Network
• Provide general technical assistance to limited presence countries and missions (particularly in basic countries) in the development and implementation of HIV/AIDS prevention and mitigation activities, with particular attention to multi-sectoral interventions. Ensure that all activities are consistent with current Agency and Africa Bureau strategies and policies
• Provide specific technical assistance in the conceptualisation, design, implementation and evaluation of HIV/AIDS interventions, specifically in the areas of behaviour change and multi-sectoral activities. Review and, where appropriate, assist in the drafting of concept papers, country-level strategies, programme reviews, and other related AIDS financing and implementation documents, with a view to assessing and advising on the adequacy and appropriateness of Agency investments
• Maintain state-of-the-art knowledge of multi-sectoral and behaviour change activities pertaining to HIV/AIDS and provide updates to REDSO/ESA and missions, as appropriate, on policies and programming in those areas
• Supervise and guide the Programme Assistant in HIV/AIDS in assignments delegated by the Prevention and Multi-Sectoral Advisor, for which the Prevention and Multi-Sectoral Advisor is the primary team member responsible
• Provide REDSO/ESA with management and technical assistance on non-HIV/AIDS PHN issues when appropriate
• Perform other tasks as assigned by his/her supervisor

REQUIREMENTS:

• A master's level postgraduate degree in relevant social or behavioral sciences or the equivalent
• At least six years' experience working in development projects in developing countries is required, which should include programme management experience
• Experience in AIDS prevention programming, including experience in multi-sectoral interventions for HIV/AIDS. A minimum of two years' experience in Africa is required
• Demonstrated capacity to understand and advise on critical technical and operational issues related to HIV/AIDS prevention, care, and mitigation
• Able to work well under difficult conditions and communicate effectively with a wide range of people, including USAID officials, host country government officials, and field staff
• Substantial experience in working with US government programmes, US government-assisted projects and other donors preferred
• Excellent interpersonal skills and ability to effectively work well on a team and as a team player
• Demonstrated skills in writing, administration and management required; familiarity with Agency administrative requirements highly desirable
• Fluency in English required, fluency in French highly desirable
• Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations, required
• Mandatory requirement: Applicant must be a US citizen. Failure to state this on the original application will render you ineligible for consideration. The International Women's Media Foundation (IWMF) is leading a multi-year project to enhance the quality and consistency of media coverage on HIV/AIDS, TB and malaria in Africa. The second stage of the project consists of working directly with six Centres of Excellence (CofEs). The Centres of Excellence will be located in Botswana, Senegal and Kenya.

The project, known as Maisha Yetu (Swahili for Our Lives), seeks to provide technical support and expertise to two media houses in each country, designated as Centres of Excellence. A local trainer will be assigned to collaborate with the two CofE to promote quality reporting of HIV/AIDS, TB and malaria through in-house capacity development based on identified needs. This pilot project will be carefully documented in order to allow the findings of the project to be disseminated across Africa.

The IWMF therefore seeks to recruit three (3) local trainers based in Botswana, Senegal and Kenya to drive the Maisha Yetu campaign in (one trainer in each country).

REQUIREMENTS:

• Bachelor's degree
• Demonstrated working knowledge of, experience in (at least five years) and understanding of HIV/AIDS and general public health issues
• Experience working as a journalist, or with journalists; understanding of the newspaper and radio business
• Excellent participatory training and leadership skills
• Excellent writing and cross-cultural communication skills
• Ability to take initiative, be creative and be assertive
• Ability to network effectively, share information, and connect media houses with other resources
• Ability to work effectively without supervision, but to communicate effectively and consistently with supervisor

This is a part-time consultancy that will begin in September 2004 and last six to eight months.
