CAFOD is transferring responsibility for its current programme of work in Mozambique from London, UK, to the Southern Africa office in Zimbabwe.

Through support to Church and secular partners, CAFOD contributes to development and relief work in the region, particularly in HIV/AIDS, sustainable livelihoods, and peace and justice.

HIV/AIDS is both a strong sector and, increasingly, an explicit and integral component of all CAFOD's work in the region.

RESPONSIBILITIES:

• Working as part of the Southern Africa team, the suitable candidate will manage and develop the current programme in Mozambique with its focus on rural livelihoods and HIV/AIDS
• Appraising, monitoring and evaluating CAFOD-funded projects and programmes, applying partnership approaches to implementing organisations and ensuring that capacities are strengthened
• Identify emerging humanitarian situations and recommend possible interventions

REQUIREMENTS:

• Candidate must be educated to degree level in a relevant subject
• Minimum of three years' international experience of development work, including programme and financial management
• Fluent in English and Portuguese
• Able to travel regularly within Mozambique, with occasional travel to CAFOD offices in Harare and London.

RESPONSIBILITIES:

• The primary responsibility of the Senior HIV/AIDS Technical Advisor (STA/HIV) is to improve the quality of CRS programmes to transform and improve the lives of individuals, families and communities affected by HIV/AIDS
• As head of the HIV Unit, the STA/HIV is responsible for overseeing and participating in the provision of technical assistance by the Unit to regions and country programmes in order to build the capacity of partners and communities
• The STA/HIV provides strategic leadership in the expansion of quality HIV/AIDS programming
• The STA/HIV will also play a central role in fostering the Unit's effective collaboration with key actors in the international HIV arena and within CRS
• The STA/HIV will work to transform the environment in which the Unit operates, promoting a just environment
• The position will require significant travel to the field

REQUIREMENTS:

• Master's degree in Public Health or related field, PhD or MD preferred.
• Minimum 8 years' experience in developing countries (experience in CRS or similar FBO preferred)
• Strong listening, leadership and management skills, including the ability to effectively coordinate and support a diverse team of highly qualified technical specialists
• Experience in HIV/AIDS programming
• Proven track record in the acquisition of USG grants
• Strong analytical, written and oral communication skills
• Demonstrated ability to articulate CRS's guiding principles
• Willingness and ability to travel frequently
• Fluency in English (required) and French, Portuguese or Spanish (preferred)
