1. Regional Technical Advisor, HIV/AIDS - Abstinence and Be Faithful Project, Catholic Relief Services

Catholic Relief Services (CRS) is seeking candidates to manage the potential A&B (Abstain and Be faithful) award. This multimillion dollar award will be implemented through six CRS Country Programme (CP) offices in Ethiopia, Kenya, Tanzania, Rwanda, Zambia and Uganda, along with local partners.

The Regional Technical Advisor (RTA) will be responsible for implementing the grant, in collaboration with the CP project coordinator, and reporting to USAID and PEPFAR offices in Washington. The job requires excellent representational and management skills. The RTA will be also have the challenge of managing a single project across six countries in two regions.

RESPONSIBILITIES:

  • Serve as the representative to USAID on behalf of the six countries and CRS on the A&B grant
  • Represent the programme to other USG officials, specifically PEPFAR staff, as needed
  • This will include negotiation of grant-specific issues
  • Work with CRs and coordinators of the participating country programmes to assure that partners receive the appropriate level of technical, financial and managerial support to carry out grant activities
  • Provide guidance, in consultation with PQSD Technical Advisors, on A&B prevention interventions
  • Working closely with the coordinators, write/compile annual work plans, budgets and reports and ensure they are submitted in a timely manner
  • Analyse monitoring and evaluation data and track performance indicators as a basis for measuring performance and recommending improvements
  • Develop the M&E plan and system and ensure that countries are collecting accurate data for reports
  • Ensure information sharing among the six country programmes though meetings, site visits and useful reporting mechanisms
  • Establish a mechanism for organisational learning based on the information collected in the M&E system
  • Ensure that all programming elements, publications and media releases are consistent with CRS' HIV/AIDS policies and CST principles

REQUIREMENTS:

  • Masters Degree in Public Health or related field
  • Minimum of 8 years' working in a developing country, preferably those included in project
  • Strong representational skills, particularly with USAID or other public donors
  • 3 years in HIV/AIDS and community-based activities in Africa
  • Experience working with youth overseas on primary behaviour change
  • Proven management skills and prior experience in USG grants management
  • Strong communication skills and ability to work with others in a long distance relationship
  • Knowledge of Catholic Social Teaching preferred and familiarity with epidemiological trends and literature preferred
  • Good M&E skills
  • Ability to manage large data sets
  • Excellent writing skills
  • Ability to professionally represent CRS to other organisations
  • Professional proficiency in French, Spanish, or Portuguese
  • Willingness to travel up to 25 percent of the time
