1. Director: HIV/AIDS Response Team (HART)

ECIAfrica is an international economic development consultancy and capacity-building organisation working principally in the fields of enterprise development, business linkages, development finance, governance and public sector management, agribusiness and rural development, and HIV/AIDS in the economic context.

Reporting to the Managing Director of ECIAfrica, the Director: HIV/AIDS Response Team (HART) will establish and maintain networks with HIV/AIDS partners and clients across Africa and globally.

RESPONSIBILITIES:

  • The leadership and strategic management of the HIV/AIDS practice area
  • Strategy and business plan development and implementation
  • Technical contributions on HIV/AIDS
  • Marketing and public relations
  • Staff and financial management

REQUIREMENTS:

  • 15 years of relevant consulting experience in Africa, including economic, social, and health programming, contract management, technical team management, design and implementation of complex multi-year activities, and extensive work with international donors
  • A master's degree, preferably in an economics-related field
  • HIV/AIDS consulting experience, with proven management and interpersonal skills are a prerequisite

2. Specialist in HIV/AIDS in an Economic Context

ECIAfrica is an international economic development consultancy and capacity-building organisation working principally in the fields of enterprise development, business linkages, development finance, governance and public sector management, agribusiness and rural development, and HIV/AIDS in the economic context.

RESPONSIBILITIES:

The Specialist in HIV/AIDS will be required to design and implement programmes aimed at mainstreaming HIV/AIDS into the government and the private sector. Focus areas will include small and medium enterprises, community based natural resource management, livelihoods, agriculture and microfinance.

REQUIREMENTS:

  • Ability to demonstrate an in-depth understanding of HIV/AIDS issues affecting two or more of the areas outlined above
  • At least 5 years' experience in economic development or public health
  • A Master's Degree preferably in an economics-related field or an MPH
  • A good knowledge of, as well as exposure to, international best practice with respect to HIV/AIDS mitigation and economic development.

3. Prevention of Mother-to-Child Transmission (PMTCT) and ARV Technical Advisor, USAID/Nigeria

The incumbent serves as the Prevention of Mother-to-Child Transmission (PMTCT) and ARV Technical Advisor in the HIV/AIDS Office for USAID/Nigeria. He/she will be the principal advisor to the GDO, Health and Population Officer, the Mission Director, the SO 14 team and the Ambassador on PMTCT and ARV activities in the country. He/she is responsible for implementation of PMTCT and ARVs, with the Country Coordinating Mechanism of the Global Fund for AIDS, Tuberculosis and Malaria (GF/GFATM).

He/she is responsible for ensuring analysis of the epidemic in the country, and development, implementation and evaluation of programmes that incorporate USAID policies and lessons learned. In conjunction with the health officer, she/he is responsible for liaising with all partner organisations including donors, bilaterals, multilaterals and the Global fund to coordinate USAID's programme with responses funded from other sources. She/he draws upon other mission elements and AID/W for technical and administrative support and assistance as well as provides technical assistance to other members of the regional office in his/her area of expertise.

Nigeria is a priority country for the Office of HIV/AIDS and is one of the countries designated as part of the president's initiative for mother-to-child transmission, as well as the Emergency Plan. Approved HIV/AIDS funding levels have increased dramatically to $26 million in FY 03 and are expected to reach as much as $75 million in FY 04.

RESPONSIBILITIES:

The incumbent will be expected to play a leading role in USAID/Nigeria's PMTCT and ARV activities. Under the direct supervision of a USDH Population, Health and Nutrition Officer and the USDH General Development Officer, the TAACS Advisor will provide technical expertise in the design, implementation and management of the Mission's PMTCT Initiative and ARV activities; provide analysis and advise the Mission on HIV/AIDS and TB sector policy and reform programmes; and track the USAID/Nigeria PMTCT and TB programmes implementation, performance and results.

  • Provide technical leadership for the Mission PMTCT Initiative and ARV treatment activities utilising innovative, effective and sustainable development strategies.
  • Relates USAID's priorities and capabilities to those of other donors in assessing overall requirements in the programmes. Stimulates contacts and collaborative arrangements among donor agencies and host country organizations best suited to assist with particular development needs
  • Keeps abreast of analyses and developments in the field of HIV/AIDS planning, management and training in the region and with similar research in the United States and elsewhere as it relates to PMTCT and ARVs
  • The PMTCT/ARV advisor is responsible for implementation of all components of the expanded response. This includes overseeing analysis and monitoring of the epidemic. The candidate is also responsible for designing, implementing and evaluating programmes that are scientifically sound and incorporate USAID policies and lessons learned. She/he is responsible for liaising with all partner organizations including donors, bilaterals, multilaterals and the Global fund to ensure that we have a coordinated response in PMTCT and ARV programmes.
  • Supervises the preparation of required programme and project documentation with government officials, and other institutions
  • Confers with officials and other donors as appropriate to obtain compliance with commitments and resolve problems and issues
  • In conjunction with the HPNO, supervises ongoing evaluation of projects, including the performance of project implementation personnel, project appraisals and contractor performance reports. Evaluates audit report findings, recommends and participates in corrective action

SUPERVISION:

The TAACS Advisor will play a leading role on the Mission's HIV/AIDS and TB Strategic Objective Team. The Advisor will be expected to exercise initiative, resourcefulness and responsibility towards achievement of programme objectives. The Advisor will provide technical direction in PMTCT and ARVs for SO team members that include another TAACS Advisor, Nigerian HIV/AIDS specialists, and Nigerian support staff. The TAACS Advisor's work will be coordinated by the USDH Population Health Nutrition Officer in charge of Health and Education. The TAACS Advisor will develop and negotiate annual work plans with the USDH. The Advisor's work will be evaluated annually, based on progress towards achieving work objectives.

REQUIREMENTS:

  • MPH, MSH or PhD in health, public health, epidemiology, management, sociology or related social science field
  • Minimum of 5 years' experience with bilateral and centrally-funded health programmes and demonstrated broad technical knowledge and experience in health analysis and planning, and in the planning and management of programmes in developing countries.
  • Demonstrated leadership, analytical and managerial skills in the context of developing countries
  • Knowledge of other relevant donor programmes and procedures in sub-Saharan Africa, and technical knowledge of methods, models and approaches
  • Candidate should have prior experience in managing HIV programmes.
  • Mandatory requirement: Applicant must be a US citizen. Failure to state this on the original application will render you ineligible for consideration. TECHNICAL KNOWLEDGE:

  • Management of health programmes in an international setting. This includes work with government and non-government organizations responsible for HIV/AIDS and health programmes. Experience working with partner organisations including bilateral, multilateral donors to ensure sector coordination
  • Conceptualisation, design, management and coordination of USAID-financed activities related to HIV/AIDS prevention, care and/or treatment
  • Provision of technical advice and recommendations in planning, designing and developing activities in health and/or HIV/AIDS as part of a mission strategy or other donor relevant activities and programmes
  • Application of sociological, anthropological or related cultural knowledge in addressing issues in the design, implementation and/or evaluation of development or related programmes/projects.
  • Analysis and monitoring of complex health situations.
