1. Deputy Chief of Party/ Grants Manager - HIV/AIDS Programme - Brazil
The global community support organisation, Pact, invites applications from
competent, qualified, dynamic and committed individuals for the position
of Deputy Chief of Party/ Grants Manager in its HIV/AIDS Programme in
Brazil.
RESPONSIBILITIES:
- Manage and administer all grants, procurement, travel and personnel
components of the programme
- Set up of financial monitoring system that flows through Pact to
sub-grantees, with the aim of keeping USAID fully informed of the status
and availability of funding, and expand coverage of prevention
interventions through sub-grant programmes
- Assist in drafting the RFA and oversee the technical team during
application discussions
- Administer awards and sub-grant awards, based on technical compliance
and grant assessments, to successful RFA applicants
- Be responsible for all administrative activities associated with the
sub-grant agreements (i.e. written notices, guidance, and obtaining
waivers and deviations)
- Assess each sub-grantee's ability to identify, qualify, and manage
sub-grants to small organisations. Deputy will provide instructions on
these mechanisms and their appropriate uses
- Provide financial and management training and technical assistance
necessary, to ensure appropriate fiscal and procurement systems
management, site visits, and financial pipeline and programme milestone
monitoring of sub-grants
- Assist grantees in developing a records management system for
maintaining records post-closeout
- Be responsible for financial and programmatic closeout of all
sub-grants, ensuring full sub-grantee programme activity documentation and
programme fund documentation to meet audit requirements
- Provide guidance to midlevel NGOs for disposition of property, and audit
of all expenditures and de-obligation of residual funds
- Ensure that all financial reporting is submitted to USAID/Brazil
QUALIFICATIONS:
- Five to ten years of overseas experience in grants management of
USAID-funded programmes, preferably with a background in and understanding
of NGO capacity-building
- Master's in international development or similarly relevant degree
- Demonstrated experience in managing USAID programmes in a position of
leadership
- Strong financial management and budgeting skills in the use of financial
and other resources
- Thorough understanding of USAID regulations and procedures for managing
complex grant programmes, including in-depth knowledge of 22 CFR 226, 22
CFR 228, OMB Circulars A-122 and A-133
- Ability to manage technical assistance programme, familiarity with
assembling and fielding teams
- Ability to establish and sustain interpersonal and professional
relationships with the USAID Mission and local NGOs
- Commitment to achievement of results in a complex, multi-disciplinary
setting
- Strong organisational skills and administrative procedures and/or
practices
- Strong communications skills (written and oral) and analytical skills
- Fluency in English and Portuguese required
- Experience living/working in Brazil is preferred
