AIDS Programmes

National Strategic Framework: 2007-2011

Overview (UNAIDS 2006):
The two key challenges to be confronted by Thailand are: (1) Re-invigorating national and local programme responses in a decentralised setting (especially political commitment of the public sector and practical investment by the private commercial sector) to move further towards universal access; and (2) Identifying and mobilising sufficient and sustainable local, provincial, national and international resources (human, material or financial) to turn the promises of scaling up towards universal access (particularly prevention programming) into reality.

Successfully addressing the former challenge will hinge in no small part on Thailand's willingness (particularly the political leadership) to accept that more can and should be done to push the AIDS response forward, in a spirit of inclusion and active participation by a multitude of stakeholders. The latter challenge will depend substantially on the willingness of decision makers to broaden and deepen their partnerships both inside and outside of Thailand to ensure that all possible resources are effectively mobilised in the effort.
